Die Autorin analysiert ihr Zustandekommen im Wechselspiel zwischen Governance-Formen, Interessenlagen und Wissenssystemen über zwei Makroperioden und über viele Akteurkonstellationen hinweg. Die Analyse stellt einen theoretisch informierten empirischen Beitrag zur Erforschung des gesellschaftlich überaus relevanten Themas der Marginalität von Roma in Europa als auch zur anstehenden grundsätzlichen Diskussion über die Funktionsschwächen der EU und die Effektivitätsprobleme der EU-Politik dar.
