Unter den Bedingungen der europäischen Liberalisierung erfolgt die Leistungserbringung im Bereich der öffentlichen Energiegrundversorgung durch Unternehmen unter Marktbedingungen. Dabei kommt es in zentralen Bereichen der öffentlichen Grundversorgung zu Spannungen und Widersprüchen zwischen der wirtschaftlichen Logik des Marktes (Wettbewerb) und der gesellschaftspolitischen Logik der Grundversorgung (Universalität). Diese qualitative Mehrebenenanalyse untersucht mittels einer Politikfeldanalyse sowie Unternehmensfallstudien die Auswirkungen dieser Entwicklung auf das Verhältnis von Wirtschaft und Sozialstaat, oder genauer auf das Verhältnis von Unternehmen und Sozialpolitik. Im Mittelpunkt steht dabei ein internationaler Vergleich der regulierenden Sozialpolitik in Deutschland und Großbritannien auf Makro- und Mesoebene.
