Pirates of the Caribbean and the degeneration of the Western Hemisphere

Drawing on the authors experience with international criminal law institutions, (ICCNOW) (CoR) it argues that the prolonged absence of diplomatic engagement, combined with the normalization of proxy warfare and humanitarian catastrophe, reflects a deeper erosion of legal and political restraint.
