This book explores the dynamics of implementation of the political and socio-economic agenda on building a ‘Listening and Just State’ during the first five-years of Kassym-Jomart Tokayev’s leadership (2019-2024) through the OECD Public Governance Review framework and public policy scholarship. Bringing together established and emerging scholars on Kazakhstan as well as experienced practitioners to present a critical analysis of public sector reforms implemented amid challenging political transition, this book will interest policymakers, government officials, scholars and students of governance, public administration, and Central Asia. Saltanat Janenova is a Lecturer in Public Policy, School for Policy Studies, University of Bristol (UK), and a Lead of the Centre for Public Administration and Behavioural Policy, National Analytical Centre (Kazakhstan). She has a PhD in Social Policy from University of Edinburgh. Her research interests include public management reforms and open government in Eurasia.
Gulnur Makulbayeva is an Associate Professor at the Academy of Public Administration under the President of Kazakhstan. Dr. Makulbayeva has a PhD degree in Public Policy from Nazarbayev University and an MA in International Politics from Peking University (China). Dr. Makulbayeva’s research interests include political culture, government performance, and citizen participation in Central Asia.
