Katharina Sophia Burlafinger geht der Frage nach, was europäische Stiftungen erreichen können, um den Einfluss der Europäischen Union auf ihre Nachbarschaft zu erhöhen. Dazu analysiert die Autorin die Lebens- und Gedankenwelt zivilgesellschaftlicher Aktivisten in der Mittelost-Nordafrika-Region. Dieser Perspektivwechsel auf die Graswurzelebene ermöglicht besonders authentische Daten und Einblicke in ein bisher unterbelichtetes Themenfeld. Die Analyse zeigt deutlich Probleme, aber auch Fortschritte in der europäischen Demokratieförderung auf und kommt zu dem Ergebnis, dass konventionelle Instrumente zum Regel- und Normentransfer in der Zukunft stärker durch weiche Instrumente wie die der Stiftungen ergänzt werden sollten.
